■ NVEWA UPDATE ■ Oct 10 , 2024 A Recognised Association Of NVS 🍇🍇🍇 Dear friends Good evening . Some of our friends do not a thing about what is recognition . Recognition is a two legged process of which first phase is complete with the issuance of OFFICE MEMORENDUM by honable Commissioner Sh Vinayak Garg . OM is not a paper circular .This is permanent document that can never be quashed or withdrawan. Second phase is formation of JCM that is actively being taken up with Ministry by Sh Rahul Singh ji .And very soon this second phase will be completed . That is a mere formality . So friends , please be dead sure that your Association NVEWA is constitutionally recognised . ■■ personal genuine grievances concerning allotment of quarters and many more of staff at school level are not being heeded by principals . Regional offices are being bombarded with such letters of complaints that can be settled easily at school level . Honable DC Jaipur region Sh Ajay Kumar did well to shoot up a circular to all JNVs under Jaipur region in which he states clearly that these issues must be settled at school level . We say a hearty thank you to him . And we want that the same circulars be issued by all ROs without exception . This issue will remain high on our agenda to be discussed with all RO SCs during the course of soon to be held NVEWA Regional committee meetings with them. ■■ JNV FATIYABAD Hariyana Principal sir is requested to allot to Ms Reena JSA the quarter she is entitled to . She assured to settle the matter . ■ We also say thanks to the Principal JNV Bijapur CG for exempting Vasudha mam from retention at our behest . ■■ Friends , due to a hike in number of staff JNVs are falling short of quarters .It is difficult for principals to accommodate staff in quarters of their liking. Therefore it becomes necessary for staff to cooperate with principals . NVEWA has already represented this matter to NVS and Ministry. The representation concerns construction of four additional staff quarters . The proposal is under consideration with MOE executive committee. Sh Rahul Singh is keeping sn eye on its progress . He will soon take latest feedback . ■■ Headquarter has issued a circular regarding formation of a new modified M & R committee in all schools . All Principals please ensure the modified committee is in place in their respective schools . ■■ All principals also ensure that 6 safety security and 6 cleanliness personnels for hostels through outsourcing have been appointed in their schools . Any negligence will be viewed seriously . ■■■■ Very soon PENSION Compaign by Sh Rahul Singh Ji will be undertaken. One case is in Pune region where water supply in a quarter of one staff is stopped . Instead of laying new pipeline or carrying a thorough checking the great principal served a memo to the concerned staff in which he was ordered to shift quarter . How it can be possible ? And strangely enough , even DC sided with the principal making fun of staff's genuine grievance. Principals are requested to comply with quarter allotment guidelines. सेवामें आयुक्त महोदया NVSHQ, Noida विषय- Group D से JSA की Typing Test के लिए जारी Admit-Cards में विसंगती के संबंध में। महोदया, सादर अभिनन्दन उपरोक्त विषयान्तर्गत निवेदन है की Group D से JSA के Promotion के लिए Typing Test इसी माह प्रस्तावित है।जिसके लिए मुख्यालय द्वारा Admit Cards भी जारी कर दिए गये हैं।परन्तु *Admit Cards में सभी अभ्यर्थीयों की Typing Test की भाषा English दर्ज है* *जबकी भारी संख्या में अभ्यर्थीयों ने Hindi भाषा में Typing के लिए आवेदन किया है* ।साथ ही Hindi भाषा के लिए *Typing Software(Krutidev etc•) का भी उल्लेख नहीं है* जो अत्यंत महत्वपूर्ण है। अतः आपसे निवेदन है की दोनो विसंगतियों को दुर कर अतिशीघ्र पुनः Admit Card जारी किये जायें। सादर! ■ NVEWA UPDATE ■ *Northeast Corner* (06/11/2024) *Indisciplines in JNV & Recruitment of HS* The incidents of indisciplines in JNV has been pouring in from various angles where detention are being held during this autumn break, but, they were one way or the other kept hiddened by the Principal and their subordinates to save the image of their institution. Inspite of such secrecy, many JNVs have reported what has happened in most recent time especially during the diwali and these festive seasons. Even crackers were being hurled inside the staff qtr who are at the mercy of their principals and i/cs having no option to give them justice. We thought of reacting sharply but keep aside as the recruitment on Hostel Supdt. pilot basis for NE JNVs are being conducted at JNV Kamrup (4-6 Nov. 2024). Looking at the indiscipline gaining momentum, NVEWA, Shillong region request our respected *DC and his team* to kindly provide *Hostel Supdt* to maximum JNVs of NE. It will definitely broaden the scope of development to teachers, non-teaching staff, studentents and all stake-holders alike. *Please kindly take cognizance.* We also thank our DC Sir for understanding our humble request and suggestion for providing *Certificate to candidate(s)* attending the *CPDT 05 days workshop* (though the final grading certificate will be from IGNOU). A red letter unprecedented day in the annals of NVS . ▪︎▪︎▪︎▪︎▪︎▪︎▪︎▪︎▪︎▪︎▪︎ Friends Good day . Today a NVEWA delegation headed by our national general secretary Sh Rahul Singh Ji comprising Sh Avinash Rai National Deputy general Secretary, Shri Ravishankar Pandey President NVEWA UP state and Shri Durga Prasad Member CEC NVEWA on the official invitation of RO Lucknow held a meeting with honable DC Shri Sinha ji .During the course of meeting a plethora of school and RO level staff welfare issues were discussed at length . DC sir in a cordial and positive ambience gave a patient hearing to the delegation and looked all set to ensure speedy settlement of all issues. NVEWA places on record hearty gratitudes and thankfulness for Honable DC Sh Sinha ji for keeping pace with NVEWA's mission of total change in NVS an institution par excellence. A big salute to him . Honable Assistant Commissioner Sh Suman Kumar ji also graced the meeting with his august presence. The meeting got just concluded . Mr Rahul and members of delegation are now leaving for their respective schools after a hectic and tiring schedule . The long pending issue of TGT designation of CREATIVE STAFF and writing their names in order of seniority in attendence register without discrimination was raised and it found favour with honable DC sir. He agreed to shoot up a circular to all principals in coming 2 or 3 days to ensure its strict compliance without fail . As per circular names of CREATIVE STAFF will be listed in attendence register with TGT designation in order of seniority . Hello CREATIVE STAFF friends be happy . 2. A copy of fully updated SERVICE BOOK will necessarily be given to every employee by the office . DC sir agreed to issue a mandatory circular to all principal soon In this regard. 3. The issue of not engaging CREATIVE STAFF in performing duties SUNDAYs was vociferously raised in the meeting that was also looked upon positively by Honable DC sir . He made it clear that it is not mandatory . Principals should engage all staff teaching and Creative on a rotational basis . He would take up this matter to the new Commissioner after his joining with a request to maintain STATUS QUO as it has been proved to be unpractical and detrimental to smooth running of schools. He would support NVEWA initiative in this regard , he added further. 4. Sh Rahul Singh ji strongly requested DC sir to do away with SAMITI's arbitrary circular concerning mandatorily opening LIBRARY on SUNDAY . Responding positively to this issue DC sir made it clear that it must not be there in schools . Librarians should not be forced to keep library open on SUNDAy except for exceptional circumstances. DC sir will look into this matter seriously. 5. COMPUTER OPERATOR for OFFICE a genuine demand of our non teaching brethren was also raised in the meeting . DC sir agreed to it and assured that he would put up this matter to NVS headquarter authorities . 6. Increase in number of MESS employees was also one of main concerns about which a detailed briefing was given to honable DC sir . He assured to the needful in this matter at the earliest convenience. Update at a glance... 1.Today the Government of Bihar has issued a letter wherein the date of joining of Vishisht Shikshak (Exclusive Teacher) has been fixed w.e.f 01/01/2025 to 07/01/2025 for who had been given appointment letter in 20/11/2024.This letter is issued following Chief Minister's announcement (Letter & Gazette attached herewith) 2. Madam, Vishisht Shikshaks (Exclusive Teachers) are those teachers working in Bihar as Niyojit Teachers for many years & this year they have qualified the test & other procedures laid down by the Government of Bihar and their spouse working in NVS are deprived of Spouse Benefit since more than ten years. 3 .As one of the main objectives of our ATD is to bring NVS employees close to their family so that they can look after their family & hence could contribute their best to our noble organisation. 4. ■■ NVEWA UPDATE ■ Dec 23 , 2024 To Honable Commissioner Mam NVS NOIDA UP Subject: ( A request for Change in Transfer Policy for Regional Language Teachers Respected Mam Jai Shri Ram. We hope this letter finds you well. We are writing to you on behalf of Regional language Teachers to bring to your kind notice an important matter concerning the transfer policy of regional language teachers. As you are aware, the current transfer policy significantly impacts the teachers . We propose the following changes in the transfer policy to befittingly accommodate regional language teachers: 1. Remove Gender-Based Restrictions : The current transfer policy includes restrictions on transfers based on gender, which limits the opportunities for teachers of third language and creates unnecessary barriers. Except 3rd language teachers all other subject teachers (TGT Maths, Hindi, English)can be transferred from one district to another district within a state but 3rd language teachers are transferred from native state to out of native state or out of native state to native. Moreover, third language teachers are less in number as compared to other subjects and these third language teachers are left with no choice stations for transfer. 2 . We propose that these gender-based restrictions be removed to ensure equality and fairness in the transfer process. Teachers regardless of gender, should be transferred to any region as well as their native state on the basis of their seniority. 3. We believe that implementing these change will not only enhance the quality of education provided to students but also improve job satisfaction and retention among regional language teachers. We kindly seek a meeting (online or offline ) to discuss these proposed change in detail and to work collaboratively towards a solution that benefits all stakeholders. ■ NVEWA UPDATE ■ Dec 24 , 2024 To Honable Commissioner NVS Noida UP Subject -- ( For doing justice in the case of Late Sh Devendra Singh Ji electrician JNV PALI RAJ who unfortunately died from electrocution on duty as he was not provided with a HELPER that is a must for performing fatal work reg...) Respected Mam JAI SHRI RAM . With profound grief it is humbly brought to your kind notice that in Sh Devendra's death case nothing official has been declared so far by the team comprising honable DC and AC RO Jaipur that reached JNV PALI to take stock of situation . It is learnt the the team gave verbal assurance of compensation and compassionate appointment to the bereaved family of Sh Devendra Ji a only brother of 4 sisters and a son of daily wager for whom it is quite difficult to make both ends meet . We want to present some facts to you for your kind perusal and do the needful official in writing at the earliest convenience... 1. The main cause of Sh Devendra's tragic death a just joined young boy was not given a HELPER . We have been raising this issue with NVS but to no avail . This is just and legitimate demand of our ECPs. 2. We recently with honable ex Commissioner Sh Vinayak Garg took up this matter that found favour with him . Giving favourable gesture he instructed Sh Girish Ji honable DC headquarter to do the needful . Our delegation in his chamber for an hour with him discussed the issue referring to the then Commissioner's directions and giving all justifications but he did not get convinced and kept the delegation entangling in talks . All our pleadings fell on his deaf ears . He did nothing . 2. Respected Mam , in our opinion it a case of CULPABLE HOMICIDE responsibility should be fixed . 3. In case SAMITI doesn't do justice in Mr Devendra's death case NVEWA will have no option but to MOVE COURT . Please Mam 🙏 consider this issue as this is crucial to the bereaved family of our brother Sh Devendra . 4. Our demand is that .. ● A HELPER must be given soon . A circular in black and white is required ● . Permanent JOB to Sh Devendra' s daughter / son and a compensation amount of 50 Lacs be given to his family . Everything should be in writing as previously the same incident occurred in a JNV OF WEST BENGAL . Officers went there promised everything to deceased electrician 's family but after 3 months his dependent was fired from the job . The same shouldn't in Sh Devendra's case ● NVEWA will also form a fact finding committee that will go to JNV PALI and the village of Sh Devendra Singh to meet his family ● NVEWA is also contemlating staging a DHARANA at NVS HEADQUARTER if your goodself finds herself unable to do justice . सेवा में 20/12/24 माननीय आयुक्त नवोदय विद्यालय समिति नोएडा उत्तर प्रदेश विषय:- इलेक्ट्रीशियन को हेल्पर न मिलने के अभाव में हो रही मौतों के संदर्भ में, माननीय, पाली जिला स्थिति नवोदय विद्यालय में कल दिनांक 19/12/24 को एक इलेक्ट्रिशियन के साथ उस समय हृदय विदारक घटना घटी जब वह बिना हेल्पर के छात्रावास में लगे विद्युत चलित गीजर को रिपेयर कर रहा था। माननीय, पाली का इलेक्ट्रीशियन महज अभी 2 साल पहले पाली जनपद के नवोदय विद्यालय में इलेक्ट्रीशियन के पद पर नियुक्त हुए थे जो की उनका प्रमोशन पीरियड चल रहा था वह परिवार में चार बहने व भाइयों में अकेले थे इस घटना से पूर्व भी कई घटनाएं नवोदय विद्यालय में घट चुकी हैं जिनका एकमात्र कारण हेल्पर ना देना रहा है । माननीय, देश के सभी नवोदय विद्यालय में एक ही इलेक्ट्रीशियन रखा गया है जिसको पंप ऑपरेटर से लेकर के प्लंबरी तक और विद्युत ऑपरेटर लेकर पंखा, ट्यूबलाइट, विद्युत वायरिंग, वेल्डिंग, ट्रांसफार्मर रिपेयरिंग,अकेले सीढ़ी ढोने तक इनके अतिरिक्त प्राचार्य द्वारा दिए गए आदि कार्य , 24 घंटा के लिए एक ही इलेक्ट्रिशियन के कंधों पर बिना सहायक के कार्य करने को दे दिया गया है । माननीय अगर इस इलेक्ट्रीशियन के साथ स्थाई एक हेल्पर रहा होता तो ऐसी दुर्घटना कतई नहीं हो पाती, बार-बार नवोदय विद्यालय वेलफेयर एसोसिएशन के द्वारा इलेक्ट्रीशियन के लिए एक हेल्पर की मांग की जाती रही परंतु 2020 से लेकर 2024 तक का कई मौत होने के बाद भी समिति द्वारा एक हेल्पर नहीं दिया गया जबकि विद्यालय में तमाम टेक्निकल कार्यों को इलेक्ट्रीशियन के द्वारा ही देख-रेख की जाती है यहां पर 24 घंटा बिजली और पानी का सारा बोझ इलेक्ट्रीशियन के द्वारा ही उठाया जाता रहा है । माननीय, नवोदय विद्यालय एम्पलाई वेलफेयर एसोसिएशन आपसे अपील करता है कि संबंधित परिवार को तत्काल प्रभाव से आर्थिक मदद व एक व्यक्ति को जाब में रखा जाए ताकि उस परिवार को आर्थिक समस्या से ऊपर उठाए जा सके, साथ ही नावेवा यह भी अपील करता है कि इलेक्ट्रीशियन के साथ कार्य करने के लिए एक टेक्निकल हेल्पर भी दिया जाए ताकि लगातार हो रही इलेक्ट्रीशियन के मृत्यु दर को कम किया जा सके । सादर, योगेन्द्र शर्मा/ राहुल सिंह/ अविनाश राय टीम नवेवा |

■ NVEWA UPDATE ■ Dec 29 , 2024 Dear Friends The issue of retention is being taken up by NVEWA since last 4 years . Sh Rahul ji many times took up the issue with Commissioner. It has been told clearly by headquarter in this regard that retention is not mandatory . And one more thing staff opinion is divided on it . About 60 % staff is in favour of retention . Therefore you are well advised that if anyone of you needs to go he should simply write an application citing justified reason to principal taking him into confidence . We firmly believe that no wise principal deny your going . ■■ Despite this if any principal remains adamant you should submit application and leave . No punitive action will be initiated against you . In case of such situation NVEWA will come to your rescue . You need not feel worried . ■■ We are requesting you again and again to form school level units to show solidarity and mount pressure on RO but you are not taking interest . It is disappointing state of affairs friends. If in all regions NVEWA UNIT LEVEL committees had been formed so far take it from us ROs would have not taken resort to such a daring do . Forming units is simply a matter of 5 minutes .Why are you not doing so ? ■ NVEWA UPDATE ■ Dec 30 , 2024 Meeting of NVEWA Delegation with NVS Headquarter top officers Dear friends Good evening . A NVEWA Delegation led by Sh Rahul Singh National General Secretary and National Deputy General Secretary Sh Avinash Pratap Rai today met Honable JC Admin Sh Sameer Pandey , honable JC Personnel Sh Vikram Joshi . honable GM Construction Sh Reddy Sir , honable DC Personnel Sh at NVS headquarter NOIDA Girish Ji in connection with staff welfare issues . The following issues were taken up and discussed at length. 1 . OLD PENSION GOI -- The Delegation raised the issue of old pension . JC admin sir told that the old pension compaign was embarked upon by NVEWA and will made to reach its logical end by NVEWA itself . In all likelihood, our old pension matter will taken up by GOVT after the UPS draft is prepared . NVS sought help from NVEWA in our old pension case . 2 . The long pending issue of MACP to teaching Staff is under active consideration with Ministry. Honable Sameer sir told that he is personally taking up the matter with Ministry. Let us hope for the best 3. In meeting with Sh Sameer Sir the issue of 10 % special allowance to non teaching staff was raised . It was told that a fresh draft will again be forwarded to Ministry. 4 . During the course of meeting with Sh Vikram Joshi all feedback concerning anamolies in ATD 25 was brought to his notice with a strong urge to rectify them in no time . Joshi sir was all praise For NVEWA for bringing these all things to his notice . As regards JNV PALWAL vacancy show case it was told that due to court case moved by a teacher the vacancy is not being shown whereas previously it was shown on portal . Sh Vikram Joshi Ji assured to remove all anamolies. 5. LDE / Ldce will be conducted most probably in the month of April by CBSE . DATA are being transferred from NTA to CBSE. 6 . For filling up the posts of PGT third Language teachers existingTLT TGTs on roll will be given chance . They will be promoted to the post of PGT . The PGT posts won't be filled up directly from open recruitment . The issue was raised by NVEWA delegation 7 . As in his NVEWA UPDATE a few days back Rshul Ji vociferously highlighted the issue of posts of principals Vice Principsls and other caders lying vacant for a long time . About this issue it was told that after LDE in the month of July open recruitment will be announced . 8 .The issue of retention in vacation of Pune and all other regions was discussed with Sh Sameer Sir . The delegation strongly opposed it with full justifications and urged to abolish this anti staff ill practice once for all ( fore ever ) Sh Sameer sir noting down the point assured to talk to ROs in this connection . 9 .. In the meeting held with honable GM Construction all points concerning M& R and JNV infrastructure development were strongly raised by the delegation . Sh Reddy sir was positive enough in his approach and attitude .. 1. The NVEWA delegation raised the issue of Construction of MP HALLS and court yards in JNVs on a war footing for which an amount of Rs 500 crores has already been sanctioned by the efforts made by NVEWA when Sh Vinayak Garg Sir was in office . Responding to it GM sir told that for it JNVs have been identified and very soon Construction will be started. 2. The delegation put up the demand of Construction of additional 5 staff quarters in every JNVS as the existing number of quarters is not sufficient enough to accommodate all staff . GM Costruction assured to take up the matter with Ministry soon . 3. When the delegation raised the issue of poor condition of staff quarters in schools GM Construction sir clearly told that a sizable chunk of M& R fund must be earmarked for staff quarters and dormitories. Principals should take seriously 4 . Responding to the point of campus beautification and infrastructure development he made it clear that NVS has no fund crunch for it . But principals are not expending M & R fund . Even they are not sending estimates and plans . Every year in many schools fund is surrendered back . It is not a good thing . Apart from our Ministry fund is being sought from other ministries also he added further. He urged NVEWA to send an appeal to all principals in this regard 5. GM Construction told that making JNV infrastructure number one In country at par with privately run schools was high on NVS agenda .For this NVS is every ready to loosen the strings of their purse. 6 . The delegation raised the issue of non compliance of a long time ago released Modified M & R circular in JNVs by principal in which it has been mandatory to include student and parent as members in M & R committee .He assured that it will be viewed seriously . 10 . The issue of recruitment of permanent hostel warden and inordinate delay in appointing Hostel OS was⁶ raised by the delegation . It is a must for safety and security of students who are falling victims to accidental and suicidal deaths in hostels . NVEWA delegation proposed to do away with the prerequisite of Residential School experience in hostel OS Recruitment drive . It was assured that it will be taken into serious consideration by NVS . 12 . Last but not least , the issue of helper to ECPs and fixing an insurance amount of Rs 25 Lacs for sensitive staff ( ECP and MESS STAFF ) in event of any untoward incident . JNV PALI ECP Sh Devendra's issue was also raised . The delegation demanded justice for him . in About an hour long discussion with Honable DC Sh Gitish Sir the delegation succeeded in convincing him that helper to ECP s was a genuine demand . All ECP should feel happy to know that Sh Girish Sir assured to release a modified circular ensuring giving HELPER as per need and nature of work within 10 days . We hope that Girish sir will keep his word. 13 . The delegation put up the demand of increasing the number of MESS staff in view of enormity of work . Assurance of looking into the matter was given . Sh Rahul Singh and Sh Avinash Pratap Rai felicited Sameer and Joshi Sir by offering shawl and bouquet es to them . By the time when the issue was taken up with honable DC Chandigargh and honable the then Commissioner Sh Vinayak Garg Sahb it was too late . But they gave their solemn promise to modify it next year ie 2025 . The issue was modifying vacation schedule from MAY JUNE to JUNE JULY in view of heavy rain in these parts . Finally , it stands settled in favour of staff. ■■ It will be not outvof place to mention that Our national General Secretary Sh Rahul Singh ji has been instrumental in getting this major Breakthrough.. *NVEWA UPDATE* साथीयों, शुभ संध्या! मैं धन्यवाद करना चाहता हूँ *उपायुक्त महोदय ,लखनऊ* Shri BK Sinha Sir का जिन्होने हमारे आग्रह पर संज्ञान में आते ही न्यायप्रियता का परिचय देते हुए एक Physically challenged शिक्षक को उनका *Entitled Quarter दिलवाया ,जिससे उन्हे पिछले कई वर्षों से वंचित रखा गया था* । मैं विद्यालय का नाम नहीं Quote कर रहा हूँ क्योंकि वहाँ के प्राचार्य महोदय भी काफी सुलझे व्यक्ति माने जाते हैं परन्तु न जाने क्यों उन्होने कई वर्षों से उक्त शिक्षक को Entitled होने के बावजूद, उसके Quarter आवंटन को प्रतिष्ठा का प्रश्न बना लिया था। हम रोज दर्जनों विषयों का समाधान करते हैं,सभी विषय को Groups में Quote नहीं करते ,पर यह विषय मेरे मन में कई प्रश्न छोड़ गया,अतः इसे Quote कर रहा हूँ- यह परिस्थितियाँ क्यों उत्पन्न हुँई की *संगठन के केंद्रीय नेतृत्व को व उपायुक्त महोदय* को एक विद्यालय के Quarter आवंटन के लिए हस्तक्षेप करना पड़ा ? *क्या व्यक्तिगत पसंद-नापसंद से system चलेगा या व्यवस्था से* ?हम Policy Matters पर काम करें या जो विषय विद्यालय स्तर पर समाधान हो सकते हैं उसमे उलझें? ●मैं कहना चाहता हूँ Quarter आवंटन विद्यालय का आंतरिक विषय है,हम सामान्यतया इसमें हस्तक्षेप करने से बचते हैं जब तक की कोई गंभीर विषय न हो। हम प्राचार्य महोदय गण से अपील करते हैं वे Quarter आवंटन में समिति के निर्देशों का अक्षरशः अनुपालन करे ,90% समस्या स्वतः समाप्त हो जायेगी,यदि किसी Staff की विशेष समस्या हो तो सभी Staff व प्राचार्य एकमत होकर उस परिवार की मदद करें। *सिर्फ परिवार कहने से परिवार नहीं बनते ,जो जितने जिम्मेदार स्थान पर है उसका अहंकार उतना कम व त्याग अधिक होना चाहिए* । हमने प्रत्येक JNVs में 6 नये Staff Quarters आवंटित करने के सम्बन्ध में *आयुक्त महोदया ,संयुक्त आयुक्त महोदय* व *GM (Construction) महोदय* से सार्थक वार्ता कर चुके हैं।शीघ्र ही approve करा लेंगे। *श्री योगेन्द्र शर्माजी* के नेतृत्व में सभी विषयों पर सजग दृष्टि बनाये हुए हैं। *पूर्ण विजय प्राप्त करेंगे।* *यतो धर्मः ततो जयः* । सादर! राहुल सिंह General Secretary, NVEWA 🙏💐 |

With profound grief it is humbly brought to your kind notice that students indiscipline incidents in JNVs are acquiring alarming proportions . Students want free movement and association . If school administration stops them they get reactive and aggressive . No amount of counselling love affection and care can put them on right path . In two JNVs such type of incidents have recently occurred ... 1. JNV Pryagraj UP where two bikes of house masters were set ablaze by students and the incident was so fatal that both staff had a narrow escape . Please , ask for feedback from RO Lucknow . ■■ Another tragic incident occurred in JNV Karoli Raj where our staff Shri Harihar recieved a grievous injury in head due to which he got unconscious. JNV KAROLI where an able and strong principal Mr Sunil Dhakad is there is known for good administration and discipline , he has taken all steps to control the situation . there during games and academic all hostels are put under key and lock by Chowkidar on duty to ensure safety and security of students . But one day one students who bunked games period and entered hostel through window was stopped by Chowkidar Mr Harihar . On Saturday when he was on duty the student pelted a stones at him that got his head seriously injured .. Respected mam . all these untoward incidents can be ascribed to non compliance of NCPCR and Govt guidelines concerning appointment of PERMANENT WARDENS and SAFETY and Security Staff . NVS headquarter and RO authorities are solely responsible for these CULPABLE HOMICIDES. ■■ General people don't know a thing about what are NCPCR and Govt Residential School guidelines . They think principals and staff are wardens chowkidars responsible for safety and security of their wards . NVS is taking undue advantage of this ignorance of people . We appeal you all specially Jnv Araria and Giridih Staff and principals to forward this update to all journalists You Tubers Newspaper correspondents parents print electronic media local political leaders and social political activist of their local area with a view to making them understand this dirty game that led to mass exodus of qualified staff , thousands of accidental and suicidal deaths of innocent poor students in hostels and a sharp decline in JNVST registration . The situation is horrible . ■■ In nutshell , this horrible state of affairs can be ascribed to managements' failure to adhere to NCPCR and GOVT Residential guidelines that include 1 . One permanent warden for each 40 students . Every JNV has 600 students . At least 15 wardens are required . 2. Appointment of permanent Safety and Security Staff to keep vigil round the clock. 3. Appointment of permanent councellors 4 . Appointment of Hostel office superintendents. 5 . Separate electrician and plumber sweepers for hostels . 6 . Making subject teachers free from non teaching and Residential duties . This is not their job . 7. Even in privately run Residential schools management is responsible for everything that happen in hostels not teachers . And who is management in NVS . Subject teachers ? No . 8 . In ERMSs Govt has appointed permanent hostel wardens in compliance with NCPCR then why not in NVS ? Does this not amount to abuse of autonomy office power dictatorship exploitation mental harassment objectification and regimentation. 9. JNV Employees have been reduced to the state of bonded labourers . They have no yes in policy making . Polices and rules are made by officers sitting in IVORY TOWERS unmindful Of harsh ground realities . Ground reflection of these one sided wrong unjustified polices is mass exodus of qualified staff , accidental suicidal deaths of students in Jnv hostels , ragging , group fights , corruption , sharp decline in JNVST registration vandalism , stone pelting at staff quarters , setting ablaze staff's vehicles . If these policies had been good and justified there would have been no occurrence of such incidents . 10 . Why didn't ROs and NVS headquarter authorities demanded full compliance of NCPCR guidelines from Ministry ? In stead of doing so they kept suspending and chargesheeting innocent scared staff for that crime they did not commit . They dare not say to Management that for smooth running of JNVs Hostel wardens and Safety security staff is urgently required . A subject teacher can't do these all things round the clock. He has his family and social obligations . The KVS employees are getting same salary and pay then why this discrimination. 11. Whenever feedback from headquarter is sought from JNVs only principals under pressure from ROs and headquarter send one-sided feedback with a scant regard what staff think . 12 . Not only students but staff also falling victim to many a terminal and chronic diseases like tension depression diabetes cancer cardiac arrest leading to untimely deaths due to these inhuman not down to earth policies . ■■■ Friends , NVEWA is keeping a constant vigil on these two tragic incidents and have talked to Sh Satyendra ji Gupta I/C DC RO PATANA for withdrawing chargesheets issued to JNV Arariya staff and not giving any to JNV GIRIDIH STAFF . Navodaya Vidyalayas are renowned for providing quality education to talented students, especially from rural areas. However, the absence of permanent wardens has led to a lack of proper supervision, accountability, and care for the students, who are often far from their families. The temporary or ad-hoc arrangements for wardens have proven insufficient, resulting in lapses in student safety and discipline. He was invited by prestigious News Channel DD News Rajasthan for an interview in continuation of Hon’ble PM's PARIKSHA PE CHARCHA PROGRAMME about providing stress free ambience to board and non-board students taking exam round the corner taking into consideration all JNV level ground realities which so far had been neglected. A first time move to create an ambience conducive to Examination. A down to earth approach, really speaking and above all appreciable decision-making acumen ... ■■■ Dear friends Good day, I could not resist the temptation of telling all this about our DC Sir Dr. Ajay Kumar's newer approach that is bound to pave the way for conducive surroundings for both students and teachers. Previously, ROs used to float arbitrary orders about benchmark percentage 100% result and subject average with scant regard to JNV ground level round the clock hectic and busy schedule. They never entertained any excuse in this regard. Only RESULT RESULT and RESULT at any cost. And not a single principal had the guts to question their authority. ■ NVEWA UPDATE ■ March 9 , 2025 To Honable Commissioner sir NVS NOIDA UP Subject -- ( Fatal attack on Sh D K Kushwaha TGT Maths JNV Ravangala South Sikkim by senior students Respected sir Good morning and Jai Shri Ram .Few hours back NVEWA received feedback that *Mr D kushwaha ,TGT Math, JNV Ravangla ,south Sikkim,RO SHILLONG* was beaten up by senior students with iron rods as he stopped them from entering his junior house after dinner.*He is now hospitalized with severe injuries in head and condition is critical*. . ■ Sir , you are new to organisation. We humbly tell you that this great well endowed organisation par excellence is on the verge of losing its sheen . It has fallen prey to objectification regimentation abuse of autonomy corruption and nexus of ROs and Principals . NO PENSION NO WARDEN as per NCPCR guidelines . Our pension was eaten up by then officers on deputation. Our post retirement life is insecure . Gang fights arson stone pelting vandalism ragging indiscipline in JNV Hostels for the want of warden and Safety security staff as per NCPCR guidelines . A teacher like a beast of burden is running from pillar to post round the clock at the cost of his quality time family liabilities and social mileu. This monotonous unfruitful meaningless hectic JNV schedule is making students and Staff fall sick . Thousands of students in hostels have fallen victims to suicidal and accidental deaths in yesteryears and staff are dying on account of stress depression incurable and terminal diseases . This sorry state of affairs has led to a sharp decline in JNVST registration and mass exodus of qualified staff as whosoever raised voice against this arbitrary anti staff inhuman system either suspended terminated or issued chargesheets. It is an humble request to your goodself to pave the way for regular appointment of HOSTEL WARDEN and SAFETY security staff in the larger interest of system . ■ Sir , most of these untoward incidents occur in the wee hours of night a time when a subject teacher can't be expected to stand guard or keep a constant vigil . Your predecessor Sh Vinayak Garg Sir took initiative to reform the system in coordination with NVEWA . Due to our constant struggle and efforts WEEKLY OFF recognition to NVEWA appointment of councellors ( One male one female ) MTS for hostels recruitment of HOSTEL OS ( still awaiting implementation) and non issuance of chargesheets to subject teachers in event of deaths in hostels became a reality . They are MTS caretakers not teachers . Teaching has become secondary and only head counting primary . Sir , in JNV hostels teenaged students are living who want free Association with.......and movement . ■ NO Residential set can be run without strict adherence to NCPCR guidelines . How JNVs are functioning is beyond ken .Even in state run Residential schools and EMRSs shools regular wardens and hostel Staff have been appointed . Why not in JNVs ? ■ Sir , Einstein left school for good due to regimentation. You will be taken aback to learn that poor students in JNVs from dawn to dusk are running like horses . From morning PT to lights out at 11 O Clock they keep running . They don't have time for self study rest and proper sleep . ■■ Sir , REMEDIAL and supervision classes must be stopped with immediate effect as it is mere a waste of time to engage students . Students tired and drained of strength keep sleeping in these classes . No output sir . Round the clock study and teaching .Just a mockery of system . This time must be dedicated to make them learn new skills which are bound to come handy in the time to come . ■■ Anyway, Ultimately teachers are the suffers as usual. NVEWA team wants *immediate actions* from vidyalaya administration and RO shillong against those students who attacked the staff fatally . .The HOSPITAL Expenditure must be provided by NVS to Sh Kushwaha Sir . *North East Corner* (09/03/2025: 9.30 pm) *Update on JNV Ravangla* NVEWA is in constant vigil with the development of JNV, Ravangla.At the present moment, the below update can be given; 1. 16 culprit boy students ( 1 Aravali and 15 Nilgiri house) were sent home with the condition that Police will take up their cases depending upon their ages. 2. FIR file, will be finalised tomorrow depending upon the result of Medical report 3. Police kept in abeyance the FIR as they will finalising the gravity of the case depending upon the gravity of the injury. The law will take its own course (Juvenile/Non juvenile). 4. The CMO of Namchi had peraonally visited site of the incidents. 5. SDM seriously carried out his part with a very minute enquiry today. NVEWA sought for justice. The send home students should be directly expelled by NVS authority aa they are now having criminal cases with police. An official meeting of NVEWA delegation Comprising Sh M K Singh Sh Vijay Dave and Sh Milind Banshod Pune region on behalf of and under the guidance of National President Yogendra Sharma and Rahul Singh General secretary was called by honable DC Nvs Ro Pune on 17th March 2025 to discuss the issues pertaining to common interest of the staff of NVS /Jnv reg. ■ Honable Ms Merry P Mani DC Nvs Ro Pune welcomed and briefed the committee members about the Agenda. The The Agenda of the meeting was discussed as under. 1 Weekly off issue To discuss about weekly off Mr.M k singh said "The old circular regarding Sunday and holidays should be implemented so that all the employees are put on duty equally on Sunday and holidays. Some employees are troubled by being put on duty repeatedly on Sunday and holidays." In response to agenda no.1 DC listened carefully and discussed the matter to convey the msg to Nvs HQ [18/03, 16:48] M K Singh Gujrat: 2. Library opening on Sunday To discuss about Librarian Sunday duty They said if old weekly off comes in routine.This matter would be solved automatically. 3. To change the post name of creative staff They said it's already circulated that Creative staff can use their post name equivalent to TGT. As Tgt Music,Tgt Art,Tgt Pet etc. even then they will send a letter to all Principal. Regarding Agenda no 4 it was made clear by DC that TA will be paid by Nvs norms and the rest of DA will be paid by Election Commission. 5.On Agenda number 5 about use of Personal vehicle Madam said with prior permission in advance staff can use personal vehicle and will be paid accordingly as per nvs norms. 6. On Agenda number 6th &7th regarding M& R work DC madam said it's should be written on complaint register and should be bring to Notice of M&R incharge and Principal.if needed send to RO. 7. 7. Agenda 8th Night & Morning study DC madam & Ac said it's not compulsion as per RTI reply but in intrest of Board class students it has been conducting since long back & all most all teachers are volunteering. 9.Regarding weekly off & Leave they said it's depends on Principal on availability of staff members & time. Suppose Students exams are going on and teachers are on leave. Is it justice? 10. On Agenda point number 10 regarding engagement of outsourcing staff it depends on strength of school students otherwise it's sufficient staff from outsourcing has been served in Jnvs. 11. On Agenda point no. 10 regarding engagement of MTS or Mess workers for personal work by Principal it's highly objectionable and strict letter is being circulated to stop misuse of Vidyalaya vehicle and group D employees. 12. 12. Agenda point number 12th regarding sanction of EL by Nvs RO Pune for election duty it's not in hand of DC . There is no circular regarding this issued by Election Commission. 13. 13. Regarding grant of CCL by Principal to employees is mandatory and right of staff members but it's has been brought in notice of RO Pune some staff joins two /Three days ago of Summer vacation and force Principal to sanction CCL. It's not right. 14. 14. Agenda point 14th regarding rules of Study leave it's said in NVS there is no such guidline for granting of study leave. It's applicable for College & University where study leave is applicable for higher studies. Nvs has appointed staff as per need of students academic requirements.Even then any one is willing to do he should be leave without pay. 15. 15. Agenda number 15th was already discussed with connection of weekly off. 16. 16. Agenda point 16 for provision of second copy of ACR it's not possible to maintain.Even than some one wants he may get as per payment of nvs norms. 17. 17. Regarding Agenda point no 17 it's said for safety and security of students & staff at the main gate entry & departure register has been maintained by security.If it's not in any school it's should be brought in notice of RO or Cluster AC. 18. 18. Regarding NVS HQ letter neither Principal or nor RO can deny to accept and implement of HQ order .we are bound to obey and follow higher authority letters. 19. 19. Regarding TA & DA of students during travel it's almost given as per NVS norms it may differ from state to state of Travelling allowance. 20. 20. Regarding discussion on agenda point number 20 it's mandatory for all staff to be present inside campus during Academic time from 8 to 1.30 pm. If any emergency comes he should approach to Principal and get oral permission to leave academic block but it should not be in practice.Otherwise who will look after students study. 21. 21. Last but not least on agenda point 21& 22 it's said by authorities that without envolvment of Teacher how Jnvst & M& R work be done. It's a part of duty of teaching staff and office for conducting smooth Jnvst. The agendas were sub-rivides in to *07 Headings*. Some of the main excerpt minutes were given below; ■ At the very outset, Hon'ble DC Nvs Ro Shillong *Sh Aditya Prakashji* welcomed and briefed the objectives of the meeting for which it was called for. Respected 02 ACs *Sh VK Bajpaiji* and *Sh Suresh Kumar Barodji* were part of the meeting while 02 SOs *Sh Jayanta Moranji* and *Sh Rakeshji* were called in to attend the meeting for noting down of important resolutions which will be circulated from the esteemed office of NVS R.O. Shillong in compliance with our agendas/suggestions. *I - Education and Activities in JNVs ( 12 charter of demands/suggestions)* As per DC permission, the above headings comprising of 12 point agendas was initiated by *Sh Athikho, Principal, JNV Rowing & Adviser of NVEWA, SR* Beside morally accepting and recommending for require circulars to be floated in coming days, 1. As per the desire of the Weekly off issue as per "The old circular of 2019" has been already recommended with strong comments to the Hon'ble NVS Commissioner by DC and his vibrant team. 2. Library opening on Sunday will be solved automatically when new circular from the NVS Hqtr is issued. 3.Designate day for grievance to meet DC Shillong personally by taking their own CL/EL without providing TA/DA to the visiting staff is agreed upon. Circular in this matter will be coming out in few days. No prior permission will be require. Principals will give permission to the grievance staff who is visiting the DC on the designate day. 4.Memo to the teachers on poor performances of the students will be minimized. Memo should be served not as insulting but as a part of motivation. 5.As the collision in split up of CBSE and NVS (including deletion and addition) are occuring frequently. This will be taken care and one AC will be alloted to oversee the latest circulars of CBSE and served circular accordingly so that confusion among teachers and students will be removed in subject matter. *II - Discipline/Safety and Security issues (comprisingbof 05 points)* The agendas were initiated by *Sh S Paul, PGT-History, President, NVEWA,SR and Dy.Gen.Secy. CEC)* All points were being discussed at length with the participation of all the gatherers. 1.Recruitment of Hostel Supdt. And its staff at the local level will be sought to NVS hqtr. looking at the uniqueness of NE region by the NVS R.O. If permitted the recruitment will be on contract basis as per NVS norms. 2.The proceedures for the recruitment of Security Guards through outsourcing will be once again floated to each JNVs of NE. 3.Schools that do not have an attach toilets for both genders with staffrooms can sen proposal for the same . *III - General Administrations ( 14 points )* The above heading no.III was also initiated by *Sh S Paul* All the points were minutely dicussed and understood and acknowledge by our dynamic team of NVS R.O. Out of many discussions few notable points were; 1.Conduct of Principals will be reviewed as some Principals acted as autocrates inside the JNV campus and rules by their own whims keeping aside the PAPs and NVS norms for their personal benefits. 2.Using of G-D staff in their qtrs are being seriously taken. 3.Norms of using Vehicle will be ponder upon. 4.Divide and rule policy, groupism, Memo tactics and partiality by the administrator under the convincing power of their spouse is also seriously noted. 5.Proposal for sub-dividing *Water Plumber* and *Electrician* will be put forward to NVS hqtr. 6.For the time being, ECP who did not have helper may apply to their Principal for engaging ECP helper as per requirement. If Principal disagreed. ECP may directly contact the regional office. 7.Creative staff are TGT. Principal and OS/SSA will be instructed to mentioned As Tgt Music,Tgt Art,Tgt Pet etc. in every circulars and in the attendance register. 8.Updated Seniority of all Cadres *excluding* resigned, death, promoted, terminated and retired staff will be prepared in due course of time. *IV - Casual Wages in JNVs ( 03 points)* And *V - Financial Matters ( 08 points)* The above two headings (IV and V) was initiated by *Sh Debashish Chakraborty, SSA, Gen. Secy. SR* and *Member of CEC* in a very minute and detailed explanation one after another. All the points were heard and discussed with all cautiousness, several circulars and guidelines will come out in due course of time. Points (related with M & R, GEM, Pay fixation, Covid-19 periods, GST, Purchasing issue etc) put up were genuine and will be acknowledge on priority basis was the remarks of Repected DC, ACs and both the SOs. *VI - Genuine Selected Cases ( 7 cases)* The above heading was initiated by *Sh S Paul* and *Sh Athikho* Sir. The decisions were not highlighted here, but the concern individuals are informed. *VII - Urgent Issues ( 03 cases)* The above three urgent issues were initiated by *Sh S Paul*, brief details as given below; 1.CPD Portal issue: Agreed points- a. Instead of the monthly division, the portal should be rectified as *for the session 2024-25* (as per CBSE guidelines its 50 hours per session, not 50 hrs divided into months) b. Last year the CPD portal was opened till 31 march 2024. But, this year it was closed on 24 feb.2025 resulting to many employees unable to upload their details. So, *CPD Portal will be reopen in a day or two* till 31/03/2025. The case is directly noted by respected *AC Sir Sh Suresh Kumar Barod.* c. CPDT Training of PGT-English. As it was colliding with the CBSE evaluation, many PGTs will be unable to participate in the meeting. So, the followings are agreed upon. a. Googlesheet will be served to collect the effected teachers to know the eaxct number. b. If at all, the training schedule can not be postpone, Teachers will be given chance to participate in the next session. c. Depending upon the situation, conducive action will be initiated by DC and his team. Apro pos of the above mentioned subject it is humbly brought to your kind notice that NVEWA in their innumerable memorenda sent earlier to Ministry and NVS has represented the issue of modifying recruitment Rules in such a way that these may pave the way for staff's professional growth . The staff of NVS feel utterly let down . Sir , the then Commissioner Sh Vinayak Garg gave us assurance to take up the issue with executive committee and settle the issue in favour of staff. But God knows what happened . Sir , our condition is like bonded labourers who can never be choosers. ■■ Sir , it is our firm conviction that just released recruitment Rules are not finalised by you only in your capacity as Commissioner approved as you are new to system . You will take long to understand this lame duck organisation undermined by anti staff decisions taken by second rung officers with prejudice and vested interests. Their task is only to drive a wedge between new Commissioner and association to destabilise the system . Sir , We are a recognised association but we were kept in dark about this decision Rules are revised without our knowledge . We have been searching NVS website since last 2 years but we did not find there . If these had been there we could raise objections in time . ■■ . Sir , you are competent authority ( Joint Secretary ) . All powers are vested with your goidself . You can still modify them . It is kindly expected from you that 1. 12 years of experience as PGT for becoming principal doesn't sound logical . We want that the previous 8 years experience duration is sufficient enough . Please . Maintain status quo. 2. Earlier, Candidates equipped with 3 years PGT and 15 years TGT experience were eligible to take Principsl's exam . Please , execute the same . 3. Obligation of having 3 years experience as Vice Principal for becoming principal also doesn't hold water . Please , do away with it. 4. Sir , NVS is surviving on silent dedication and hard work of TGTs that got never recognised . They have lost all hopes and dreams of professional growth . They are over burdened over exploited and have been reduced to the state of bonded labourers . Sir, demand of making TGTs eligible for taking Principal and Vice Principal exam as it is there in KVS and DSSB and in many other organisations was vociferously raised through our representations but to no avail . They have been left in hostels to perform the duties of MTS WARDEN and safety and security staff and Chowkidar in stead of teaching . Yesterday in a very cordial ambience NVEWA Chandigargh region online meeting with Respected DC Mam was held to discuss common staff welfare issues . The meeting remained very fruitful . The meeting was attended by Sh Yogendra Sharma Churu Sh Rahul Singh Sonabhdra Sh Amar Singh Manasa Dr Gurudit Singh Manasa Sh Amittabh Chanchal Fatehgargh Sahib Sh Atul Raina Kangra and Sh Tushar Gupta Leh . ■■ The agenda containing staff welfare issues discussed is being shared with you all . DC Mam gave us a patient hearing and assured to do everything possible to settle all issues . Honable Assistant Commissioner Sh Verma ji and S O Admin were also present in the meeting . ■■ The meeting started with the welcome Speech of Sh Rahul Singh ji NVEWA national General Secretary and Presiden's opening address . One by one all points were discussed at length to which a favourable response was given by Honable DC Mam. She looked keen on understanding all the issues of staff overburdened and at the bottom of heap whose grievances were never entertained in NVS the only ununionised organisation in country . We shall share full feedback in our forthcoming updates as for the present we are awfully busy in doing examination work . One thing that we would like share with you that during the course of meeting we came to know about DC mam's persona's many positive attributes . She is not averse to settling any issue brought to her notice in a justified and disciplined way . ■■ In meeting we were told that in her capacity as Chairperson of Hostel committee formed by the former Commissioner She had recommended appointment of not TWO HOSTEL OSs but at least FIVE one for each 100 students to Commissioner and Ministry. We on behalf of all staff say a hearty thank you to honable Mam. ■■ Apart from issues contained in NVEWA memorandum the issues of 10 % special allowance to non teaching staff MESS and office , Helper to ECPs , giving computer operator ( For this work distribution to 3 JSAs will be revised ) making councellors permanent , installation of AC and RO in staff room were discussed with DC MAM to which she responded positively. His organisational skill mental toughness and ability well connectedness his access to political corridors preservance will power and above all his farshitedness played a significant role in laying the foundation of a recognised association in NVS Where employees were never heard . 1. ■ NVEWA UPDATE ■ March 25th , 2025 Minutes of meeting held at NVS RO Hyderabad on 25 March 2025. An official meeting of NVEWA delegation Comprising Dr.S.Balasubramanian, President Hyderabad Region, Dr. Anil kumar, Secretary, Hyderabad Region and Sh. Mahendra, CEC Member, Hyderabad region on behalf of and under the guidance of *National President Sh.Yogendra Sharma* and *National General Secretary, Sh. Rahul Singh* was called by honorable *DC NVS RO Hyderabad* on 25th March 2025 held at Hyderabad to discuss the issues pertaining to common interest of the staff of NVS /Jnvs reg. Assistant Commissioners Sh. C.Ramakrishnan, Academics and Establishment and Sh.T.Suryaprakash, Assistant Commissioner (Admin), Central Public Information Officer & Grievance Officer also attended this meeting. ■ Honorable Sh D.Gopalakrishna ,DC Nvs Ro HYDERABAD welcomed and briefed the committee members about the Agenda. The Agenda of the meeting was discussed as under. President, NVEWA Hyderabad Region expressed his happiness and thanks to DC NVS R.O. for conducting Official Association meeting at Regional level for the first time. *1. Weekly off issue* Weekly off/Holiday chart should be followed uniformly with right spirit in all Jnvs. The jnvs which are not following the weekly off system must be rightly identified. R.O want the list of jnvs which are not following regarding this issue. Some employees are troubled by being put on duty repeatedly on Sunday and holidays " . We also raised a demand for MANDATORY weekly off for Principals and VPs on rotation basis to give them similar kind off relief from continuous stressful duty schedule. DC sir conveyed that Weekly off for the Principals/Vps are at head quarter level. *2.*Library opening on Sunday* Regarding the issue of opening libraries on Sundays, Dc sir assured that necessary guidelines will be given soon regarding this. 3. *To change the post name of creative staff* they said it's already circulated that Creative staff can use their posts named as Tgt Music,Tgt Art,Tgt P.E.T. etc. Even they will send a letter to all Principals to bring this in practice immediately without fail. It is conveyed that there is a miscommunication regarding this issue. It is already under process. 4.*Hostel superintendents* our team demanded to implement Hostel Superintendent pilot project from new session effectively. Recruitment of Hostel Superintendents for jnvs are under process. There is a proposal to offer the Hostel Superintendents posts to the experienced retired jnv teachers with good remuneration as they know the System. 5.*Service book* will be available to staff twice in a year for verification. Specific instructions will be given from DC to principals. 6. Providing *Computer operator* in jnv office is very much in need. RO Hyderabad is in favour of this and will convey this for approval from NVS HQ . 7. Electrician cum plumber Team NVEWA raised and demonstrated the urgent need of helper for ECPs not only to reduce the work burden also in view of safety and security. DC sir assured that *Helper to ECPs* will be provided in every JNVs. If ECP is Electrical background, an assistant with the qualification of Plumbing may be appointed on temporary basis. If ECP is with Plumbing background, there is a provision of appointing Electrician to assist him on temporary basis. 8. *In mess* it is agreed upon 1 staff per 40-50 students is essential and will be implemented after discussion .Number of Mess staff will be increased after working out the possibilities to reduce their work burden. 9.*Regarding 10% residential allowance * to office and other staff DC sir told it is entirely depends upon NVS HQ to decide. 10. *Health Card is very much important and MANDATORY*. DC sir will issue order to complete this process in JNV level within a specific time frame. 11.*About Audit recovery from staffs* DC sir assured to drop audit recovery in case of technical fault unwillingly done by staffs and if it is genuine & legislative.we also agreed as NVEWA always in favour of genuine & legislative demands . 12. We demanded for *Male & female* counselors* and separate counselling room. 13. Discussions were also taken about M&R work in Staff quarters. 14. NCC/ Scouts and Guides We appealed to DC sir to *encourage NCC, Scout & guide activity* in every jnv and to allot fund for the same for actual implementation. Every jnv must take initiative for the establishment of NCC/Scouts units. Possibility of retaining the NCC/Scout teacher during the transfer process is under consideration for the welfare of the school. For Scouts Troops, refreshment provision of 25/- rupees per students is already available as per the nvs circular. 15. CCA and Remedial classes We emphasized on the fact of over implementation of CCA and other activities in vidyalaya is hugely affecting basic academics & students are puzzled to fix their concentration. *We requested to minimize those activities* on which DC sir and its team assured to discuss to chalk out a proper plan for this. In the place of remedial and supervisory session, soon there will be some suitable activities on par with NEP will be suggested. Hence, there will be some modifications in remedial classes. 16. Our team demanded separate ladies toilet in academic block for Female Staff!!!!we conveyed the same to DC sir . Problem is that in building plan, there is no such provision. Anyhow He assured that separate ladies toilets will be made in every JNVs and necessary steps will be taken for the same. 17.*In case of Injury and hospitalization of Staff* on Duty or during escorting RO should take the immediate responsibility by providing financial support from vidyalaya level for primary relief. The employee also should get *Special leave*during recovery period. DC sir will discuss the matter and will look for technical provisions to fulfill these demands within his jurisdiction. 18. Monthly once or weekly once, a day will be designated soon at Regional office level to receive the grievances. 19. Service records : As per Government of India norms, service book verification is possible only one time in the year. If at all any individual need, it may be considered. 20. Issue of Transfer certificates: Issue of Transfer certificates is not possible by the Principal as it needs lot of justifications in discipline cases. 21. Health card work is already going on. 22. Senior/Selection scale is given as per the government guidelines. If at all any individual grievances, it may be represented. 23. Regarding Audit recovery issues, Dc sir assured that concerned offices will be enlightened through training programs /meetings etc. for the suitable actions. 24. Quarters seepage and other repair issues are always in priority. If it is not done, it must be noticed and bring to his knowledge. 25. For counselors a separate representation may be given. Counselors also eligible for weekly off. Weekly off may be given to them on a day other than Sunday. 26. Injury to Employees There is provision already regarding this to do the needful. Individual affected cases may be represented with suitable compensation. 27. As per the infrastructure plan, buildings are constructed. Anyhow, jnvs may come with proposals for separate toilets meant for Lady staff etc. 28. Discipline issues are mostly dealt with caution and natural justice. Anyhow possible steps may taken depends upon the situation. 29. Mandatory B.Ed criteria for the special subjects. For this recruitment criteria will be modified soon. On the outset, DC sir conveyed that puchase and verification committee must verify everything in a proper manner while approving the bills. Time to time checking is important for safety and security equipments. Every jnv must take care of it's proper maintenance. Regarding weekly off issues and few other issues DC sir want the particular list of jnvs where such issues are happening. As you are aware the issue of old pension is high on the agenda of NVEWA . In yesteryears we all made all out efforts to make the issue reach Loksabha Pettition committee which gave decision in favour of staff . In addition to this , a nationwide pension movement was embarked upon that included seeking recommendation letters of 300 strong members of Parliament and sending them to Ministry MOE and finance with a view to making the ruling dispensation realise that GOI pension unjustly denied to NVS staff without any fault of theirs .. ●●■ The old pension compaign went leaps and bounds under the captaincy of NVEWA national General Secretary Sh Rahul Singh ji who by virtue of his well connectedness preservance forbearance untiring efforts and constant struggle made this long pending issue hog the limelight . He left no stone unturned and still pursuing the matter with same Zeal and fervour .We hope under his able leadership the dream of old pension will come true . ■■ Friends , as you know the issue is very old and long pending and complicated and needs final approval from PMO . At NVS MOE and finance Ministry lever everything is positive and in our favour but making PMO realise justification and genuineness of the issue is of utmost importance. And this second leg nationwide movement is meant for sending positive feedback of NVS OLD pension issue to PMO so that the proposal gets easily okayed by honable prime minister Sh Narendra Ji Modi . For this purpose we need once again recommendation letters of MPs belonging to all political parties. ■■ What you are to do is only obtain recommendation letters from your respective District MPs addressed to Finance minister as you have done before. Rahul ji has sent both Versons Hindi and English of the content of our issue . Get in touch with your MPs brief them about genuineness of the issue and obtain recommendation letters with a request to forward it officially to FINANCE Ministry. In a recently headquarter issued circular it was mentioned that office staff don't accord respect to teaching staff and instructions were there to behave themselves. NVEWA here makes it clear that no such negative feedback was ever given to headquarter by NVEWA . NVEWA see no difference between teaching and non teaching staff. Both are our equal pillars of strength. * ■■ NVEWA UPDATE ■■ MAY 15 , 2025 To Honable Commissioner Navodaya Vidyalaya Samiti (NVS) B-15, Institutional Area, Sector – 62, Noida, Uttar Pradesh – 201309 *Subject:*..[ Urgent Resolution Required for APAR Grading Issues on iConnect Portal reg... Respected Sir We hope this letter finds you in good health. We are writing to bring to your kind attention the persistent and unresolved issues faced by the teaching and non-teaching staff of Navodaya Vidyalayas regarding the APAR (Annual Performance Assessment Report) grading process on the NVS iConnect portal. Despite multiple complaints from employees across various JNVs, the problems remain unaddressed, causing distress and demotivation among dedicated staff members. ### **Key Concerns Requiring Immediate Attention:** 1. **Technical Malfunctions in iConnect Portal:** - Many employees are unable to locate the option to **accept/reject their APAR grading** despite repeated attempts. - The APAR grading process for the **previous academic year (2023-24) remains incomplete** in several schools due to portal errors, leading to delays in career progression. 2. **Discriminatory and Unjust Grading Practices:** - Shockingly, in many JNVs, **not a single employee** (teaching or non-teaching) has been awarded an **"Excellent" grade**, despite these schools consistently securing **outstanding CBSE board results** and accolades. - This clearly indicates **bias, unfair assessment, and lack of transparency** in the evaluation process by some Principals and Regional Offices. 3. **Pending Representations Without Resolution:** - Several employees have **rightfully rejected their APAR grading** and submitted representations to the concerned authorities. ■ NVEWA UPDATE ■ May 19 , 2025 सेवा मे माननीय आयुक्त महोदय NVS NOIDA UP विषय ... कर्मचारी कल्याण के मुद्दों के निस्तारण हेतू महोदय 1. टीचर के आवश्यक दस्तावेज अद्यतन के लिए देरी की जाती है। आवश्यक प्रारूप की प्रति और NVS आदेश भी हमें बाहर से लाने के लिए कहा जाता है। 2. हमारे TA DA बिलों का भुगतान भी कुछ लोगों को उसका लाभ और कुछ की अनावश्यक कटौती की जाती है। 3. सदन, शिक्षक आवास का क्वार्टर मरम्मत, नल या विद्युत संबंधित कार्य मनमाने और कुछ चयनित लोगो के किए जाते हैं। 4. स्कूल मीटिंग हो या पैनल टीचर द्वारा उठाए गए सुरक्षा और अन्य मुद्दों को मीटिंग में शामिल नहीं किया जाता है। 5. Promotion में TGT को तो LDC से बुरी स्थिति कर दी गई है। प्रभार देने उसे नियम से परे भार दिया जाता है। 6. ड्यूटी hour's में भी सबसे ज्यादा टीचर को हैरेसमेंट किया जाता है। कालांश या सुपरविजन में अलोकतांत्रिक वितरण किया जाता है। 7. मेस का लाभ सभी लेते हैं तो ड्यूटी सिर्फ टीचर को क्यों दी जाती है। 8. सदन के M & R का कार्य और बच्चों की सेफ्टी का मामला हो उनसे सम्बंधित काम के लिए टीचर कैसे दोषी हुए जबकि सदन से जुड़े VP PPL MTS और अन्य लोग भी है। 9. 2/3 लोगो द्वारा विद्यालय वाहन और चालक का दुरुपयोग या अपने निजी काम के लिए किया जाता है। 10. अधिकारी द्वारा बाहर जाने पर गैर कार्यालय तरीके से 1/2 स्टाफ को अपने साथ घुमाया जाता है। जिससे उनका कार्य दूसरों को थोपा जाता है। 11. हॉस्टल में रिक्त पदों की भर्ती भी नही करना और कुछ हो तो टीचर को ही जिम्मेदार बनाया जाना गैर–कानूनी और असंवैधानिक है। जबकि MTS और D ग्रुप PPL/VP के अधीन होते हैं। 12. APAR में अधिकारी देश के कानून, NVS नियम, स्कूल और बच्चों के हित के काम की बजाय अपने निजी काम और अहंकार के लिए खुन्नस निकालने का उपयोग करते हैं। 13. आपके आदेश के बावजूद भी प्राप्त फीडबैक के अनुसार कई विधालयों में अभी भी स्टाफ रूम प्राचार्यों की हठधर्मिता और अंहकार के चलते बहुत ही बुरी हालत में हैं. उनकी सोच यह है कि यदि स्टाफ वातानुकूलित कक्ष मे बैठेंगे तो उनको नींद आयेंगी. दूसरा कारण सामंतवादी मानसिकता स्टाफ को उनकी औकात बताने की . यह सब कुछ चमचे और स्वार्थी स्टाफ के कारण हो रहा है . हमने तो कभी किसी NVS officer को AC chamber में सोते नहीं देखा. महोदय से निवेदन है कि इस संबंध मे उचित परसंज्ञान लिया जाये . सादर योगेन्द्र शर्मा, राहुल सिंह अविनाश राय NVEWA TEAM |

You have already gone through NVEWA UPDATE concerning yesterday's official meeting with honable commissioner sir posted by Sh Rahul Singh ji NVEWA national general secretary focusing on major issues taken up with commissioner sir . Meeting got underway with exchange of greeting . Sh Rahul Singh ji one by one discussed all the issues contained in NVEWA agenda . Commissioner sir magnanimously gave a patient hearing and looked very much keen on settling all issues concerning system staff and students welfare . □□ You will get more feedback through forthcoming updates at regular intervals. This update is intended to tell you what commissioner sir told on the issue of restoration of old weekly off system stopping library opening on Sundays Weekly off to Principals and vice principals CCL sanction and speedy recruitment of hostel wardens and enhancing HM allowance from existing Rs 800 to Rs 3000 ■■ A healthy discussion with commissioner sir was held on these issues . And be happy we could succeed in making Commissioner sir feel convinced that these issues hold water and need to be settled on a priority and basis. To get wider and more transparent feedback on these issues Commissioner sir told that he would soon hold a VC with all 8 Deputy commissioners to reach final conclusion .He gave instruction to Sh Girish Sir to arrange the VC soon . ■■ We raised the issue of permitting Non teaching staff having prerequisites and required qualification to take departmental exams . ■■ In addition to this in direct recruitment for TGT PGT Creative posts non teaching staff already working in NVS be given weightage. To this commissioner sir made clear that first they should clear written exam in interview weightage will be given . ■■ Helper to ECP issue will be discussed with DCs in VC . ■■ On 10 % residential / special allowance to non teaching staff issue commissioner sir told that MESS STAFF deserves it first. Very soon we may have good news about it . Here we took a strong exception requesting commissioner sir that not only mess staff but our office staff also genuinely and justifiably deserve it as without them it is entirely impossible to smoothly run NVS like residential set up Both teaching and non teaching staff are playing an equal role in making go this great organisation par excellence leaps and bounds .We were told the proposal will be reviewed ●● CCL sanction and NOC issuance issues were also brought to commissioner sir's kind notice . Commissioner sir agreed to do it at the earliest convenience. Jaipur and Chandigargh region have received more than sufficient number of applications . So there will be no problem of shortage of candidates in these two regions . In the remaining regions if NVS recieves less number of applications there eligibility criteria will be relaxed . I feel extremely overjoyed to see NVEWA today going leaps and bounds that was sown as a seed with the intent of realising dream of betterment of NVS system a well endowed organisation par excellence. Now that seed is blooming and coming into flowers . This all could become possible only through your unflinching support and cooperation . ■■ The struggle I undertook was not so easy . For 20 years I kept making struggle for betterment of system staff and students' welfare . Total change in NVS was our objective that is now taking roots . Tiding over all stumbling blocks negativity prejudice insult memo Censure chargesheets stress tension I kept aloft the torch of my struggle that culminated into laying foundation of NVEWA an associan we have ever had . NVEWA has been instrumental in making many unprecedented changes in this moth eaten organisation . We succeeded in making it come out of hibernation. Whether it was high handed Ness of Principals or abuse of power by officers we raised vociferous voice . Honesty selflessness were the factors that made us stand there where we are today . ■■ It will not be out of place to mention that what Rahul Singh ji did for you is unparalled and unprecedented. Through his strong leadership well connectedness confidence ability and multi faceted towering personality NVEWA gained momentum .Whatever is taking place today in NVS system could be ascribed to his young captaincy . When I was struggling alone nobody was around and was on the verge of breaking down and stepping back It was Mr Rahul Singh Ji who came forward and held my hand pumping a new life and vigour into my struggle . I feel happy to say that my struggle did not go waste . On the bumpy potholed road to destination I found a gem an asset to NVS and NVEWA who is none other than our young NVEWA national general secretary Sh Rahul Singh ji .Join me in extending gratitudes and thanks to him who is carrying forward the legacy of NVEWA . ■■ I would be failing in my duties if I don't place on record hearty gratitudes and appreciation for our honable commissioner Sh Rajesh Ji Lakhani sir who since his joining kept straining his every nerve to purge NVS system of those things which in yesteryears were making this great organisation afflicted with regimentation objectification abuse of power arbitrary mindset exploitation threatening intimidation suspension chargesheeting mass exodus of qualified staff violation of human rights accidental and suicidal deaths of students and untimely deaths of staff due to chronical incurable diseases caused by workload pressure round the clock duties and chaos lose its sheen But ever since he took over reins of NVS a new light of hope is in the sight . By virtue of his administrative acumen professional individual self wider outlook grand persona in depth understanding of system based on NVEWA feedback he took such wonderful pro staff and students decisions that are worth appreciating . Respected sir JAI SHRI RAM and happy international YOGA day . Apropos of the above mentioned subject the proposal of forming NAVODAYA YOGA CLUB in all JNVS is humbly brought to your kind notice and consideration for doing the needful at the earliest convenience.. ■■ Sir , our system that is residential in nature has fallen victim to objectification and regimentation. Both staff and students are bearing the brunt of it . Students are being made to run like horses from dawn to late night hours . They have no time for proper rest self study and entertainment .Only 10 times a day head counting is being done to ensure they are physically safe and sound with scant regard to their mental well being . Supervision remedial classes are only meant for head counting so that principal may stay safe . Academics has become a secondary consideration . And this sorry state of affairs is responsible for making students feel utterly frustrated disappointed and negativity charged . resultantly they vent their frustration in the form of ragging indiscipline acts gang fights arson attack on staff quarters setting afire to staff vehicles and school property thus posing a threat to school administration. Here YOGA a major component of our world renowned eternal great culture can play a vital role in rendering the innocent students mentally calm composed self contained self displined motivated and goal focused. YOGA has power to heal these ailments and maladies . Sir , if you kindly okay this revolutionary proposal it is our strong conviction NVS will succeed in achieving the objectives for which it was founded . ■■ Sir , as far as our staff ( teaching and non teaching ) are concerned they are no longer in white collar job . Due to 24×7 duties that include morning evening games activities breakfast lunch dinner snacks mess duties, wardenship remedial supervision extra classes and many other non teaching work , their performance is getting adversely affected . They have got cut off from their social milieu and quality time encroached upon . They are mentally disturbed and physically unsound . The graph of deaths of staff due to incurable chronicle life style related diseases like cancer diabetes cardiac arrest and depression is acquiring alarming proportions. ●● Sir , A healthy mind dwells in a healthy body this axiom seems to have got lost in our system . ■■■ MODUS OPERANDI-- at a glance ... 1. NAVODAYA YOGA CLUB in all JNVS be formed . 2. Morning PET hours be earmarked for YOGA and Pranayam mandatorily for all staff students Principals and vice principals . A duration of 45 minutes will be sufficient to serve the purpose . 3. No games and supports activities in morning hours . It is time for yoga pranayam meditation and self study . Only evening PET time should be for games and supports activities like running jogging gym football volleyball kabaddi kho kho self defence judo etc .. as doing these externous heavy exercises on empty stomach in the morning is not safe .ie in the morning YOGA PRANAYAM MEDITATION and in the evening games and supports . 4 . YOGA teachers may be appointed on contractual basis . In some of school they ate already being engaged 5 . Or A MOU may be signed with Patanjali YOGAPITH Haridwar for conducting 15 days yoga training sessions for NVS STAFF . For this purpose one staff from every school may be sent to attend this training without fail and return equipped with certificate. He will be the unit level convenor and shoulder all responsibilities. ■■ Sir , I have had the distinction of being first English Teacher of " ACHARAYAKULAM a world renowned co residential school being run under the aegis of Patanjali Yogapith Haridwar.
